Say if I someone just wants to skip to the quiz and not do the scorm presentation. Is their a way to just pass them through t he scorm presentation to take the quiz? Is there some sort of setting that could help up do that?

Well, if you just don't set any prerequisites then anybody can skip to whatever LO they want.
If this is not the case (i.e. you need prerequisites, and/or you need users to complete the scorm LO) then it does not depend on the LMS. It depends on the scorm itself: set it with a free navigation and allow your users to just click on the "next" button frantically until they reach the end.

Every scorm authoring tool is different, and has a different way to do this (if any). Sorry, but just look at the options of your tool, at its manual, or google it
