I have created a few layouts and assigned one as default. But when I try to see my default dashboard frontend, all I see is 'There is no layout.'

Let me try a new installation or even upgrading from 2.4. I am not aware of having done anything special and everything else seems to be fine. The Dashboard entry in the menu in the backend is in Italian which is the only thing that seems wrong.
Am I right in assuming that I simply have to create some layouts in the Dashboard section in the backend and make sure that the Dashboard is visible in the frontend. The layouts are marked as 'publish' and I have one set as 'default'. I don't need to give special rights to levels of users to be able to view the content of the dashboard?
